Nicole Hong reports for the WSJ:

Joaquín “El Chapo” Guzmán, the Mexican drug lord who evaded U.S. authorities for years and built a billion-dollar narcotics empire, is expected to make his first appearance in a U.S. courtroom on Friday.

Mr. Guzmán, who successfully escaped twice from maximum-security prisons in Mexico, was extradited to the U.S. late Thursday. His arrival came as a surprise to many, even to U.S. officials, who said Friday that they didn’t know he was coming until the day of the extradition.

VOICE-OVER SCRIPT:

MEXICAN INVESTIGATORS HAVE UNCOVERED A SERIES OF TUNNELS THAT ALLOWED JOAQUIN “EL CHAPO” GUZMAN TO EVADE ARREST FOR AT LEAST 13 YEARS.

AS MEXICAN MARINES FORCED THEIR WAY INTO JOAQUIN “EL CHAPO” GUZMAN’S MAIN HIDEOUT, HE SNEAKED OUT OF THE HOUSE THROUGH AN ESCAPE TUNNEL BENEATH A BATHTUB.

SOUNDBITE: (Spanish) Jesus Murillo Karam, Mexico’s Attorney General:

“The doors of the house were reinforced with steel and the minutes that it took us to open them helped him escape through the tunnels.”

(VOICE OVER)

GUZMAN THEN CLIMBED DOWN A CORRUGATED STEEL LADDER INTO A NETWORK OF TUNNELS AND SEWER CANALS THAT CONNECTED SIX OTHER HOUSES, ACCORDING TO MEXICAN OFFICIALS.

MEXICAN MARINES WORKING WITH U.S. AUTHORITIES CHASED HIM BUT LOST THE MAN KNOWN AS “SHORTY” IN A MAZE OF TUNNELS UNDER THE CITY,

HE THEN FLED SOUTH TO MAZATLAN WHERE HE WAS ARRESTED EARLY SATURDAY MORNING, WITHOUT A SHOT FIRED.

GUZMAN’S GLOBAL ORGANIZATION IS THE LEADING SUPPLIER OF COCAINE TO THE UNITED STATES.

NOW STARTS THE LENGTHY AND COMPLICATED LEGAL PROCESS TO DECIDE WHICH COUNTRY, MEXICO OR THE UNITED STATES, GETS TO TRY HIM FIRST.

GUZMAN’S ARREST IS MAJOR NEWS IN THE NEIGHBORHOODS SURROUNDING THE APARTMENT WHERE HE WAS ARRESTED.

SOUNDBITE: (Spanish) Ramon Torres, Newspaper Vendor:

“It is very difficult, the cartel is quite organized and has a presence in many states in the counrty, so it’s difficult to say that just with the capture of Chapo the cartel will fall apart.”

GRAND JURIES IN AT LEAST SEVEN U.S. FEDERAL DISTRICT COURTS HANDED UP INDICTMENTS FOR GUZMAN ON A VARIETY OF CHARGES.

THE JUSTICE DEPARTMENT SAYS DECISIONS REGARDING EXTRADITION WILL BE MADE IN CONSULTATION WITH MEXICO.
